Honestly, because I knew all people would recommend is L'Trimm. But also because I've been trying to listen to newer music recently to catch up with things I've missed.

As for '00s recommends, the following performers to a greater or lesser extent do the brat/scamp thing, though none walk the same electro hop line:

Daphne & Celeste
Hitman Sammy Sam's "Step Daddy" (not for Sam, but for the kids in the background who keep interrupting him)
Trina
Ebony Eyez "In Ya Face"
Miss B "Bottle Action"

The last three are a reach, I'll admit, since they're trying too hard to be too tough, but they do come off like brats. Missy Elliott isn't altogether un-Fannypack either, come to think of it (not sure if I can support that contention, but the feel is there for me).
