What is going on in Tilt's "Arkade Funk"?

Mentioned in a previous go-go thread... I'm not sure who Tilt is, and I'm not sure what "Arkade Funk" is going for. Makes me mighty curious.

Someone on Discogs says it has the melody from Ms. Pacman. [here]

I thought it was Trouble Funk doing electro. Some versions have Search and Destroy on the flip, which is as good. Recently someone played me another Trouble Funk song that was definately them proper, and was straight up crazy electro bloops and bleeps.

I'll have to check what my b-side is. I should YSI it here later today so people can hear it. Definitely one of the more eccentric go-go tracks I've heard.

Arkade Funk is sort of a Parliament homage, isn't it? Don't they even say "I hate water" or something similar in the song?
