Recent comp ? How or where did you get it ? Russian voice samples in there.
Sounds European (northern/eastern). Made by one person (a guy), maybe he recorded himself playing bass/guitar on this.
Also the wobbly detuned break around 2:15 ends slightly out of step.

Some trendy magazine had a free promo comp. Around 2000? I think the artist had 2 names (like ____ & _____ ), possibly eastern european. But my memory could be interpolating.

sounds german to me (bass playing sounds like kreidler or to rococo rot) whhich would make sense in terms of circa 2000 comp track. don't recognise the track though sorry.
