Hans-Eckert Wenzel did all of his Ticky Tock record in German, and then did it again in English, phonetically.

What is a non-charting artist anyway?

Peter Gabriel did most of his album up to and including (4) in German besides English. There were several singles released from those that didn't hit the charts at all.
