First mp3 netlabel, or releasing .mods and other tracker files? After a few years as a tracker group, mono/monotonik/mono211 went mp3 in 1999ish and is one of the oldest netlabels still running but I think not the first mp3 label. I was on dialup at the time though so a bit against mp3 releases and didn't follow mp3-only labels until mono became one. Maybe Tokyo Dawn or someone?

(First tracker group to release mods as an online music label rather than being a demo/intro group whose members did music too? The Kosmic Free Music Foundation? Probably not, but they must have brought the idea to a wider audience like, uh, me, so I don't know my history before that.)

Simon from Monotonik (formerly an occasional ILMer) is presumably a super-busy guy with all the stuff he does so I don't want to volunteer him for anything, but if he has time to answer an email he'd be one of the most helpful and knowledgeable people about the history of netlabels I know of.
