lateralus came out in the summer, right? i can't stand tool but my roommate lyd1a loved it, bought it the day it came out and was thrashing around in the living room to it, sunlight streaming in through the windows, dust motes whirling and i came in the house and kind of nodded along for a second and then i switched it off so i could listen to outkast - she loved outkast but she almost knocked my block off.

i can't think of a whole album that feels like summer but "tosh" by fluke is the first thing that came to mind

i second earinfections modest mouse "the fruit that ate itself", the part in the song summer where you hear the beeping and isaac saying, " damn, who's paging me now" never ceases to cause me to double over in laughter. two others i'll throw out there. rocketship - a certain smile, a certain sadness and slanted and enchanted or crooked rain. s&e for the obvious "summer babe" but c.r. for steve's classic lyric, "so drunk in the august sun, and you're.. " just perfect.

joni mitchell - hejira (i know most associate winter with this winter, i don't. i listened to it first on a very hot day and when thinking about hitchhiking and travelling summer comes to mind immediately. there is a calm and soothing siesta feel about the tunes as well)

XTC, Skylarking
The Primitives, Pure

All three remind me of the time and place I first listened to them -- spring/summer 1989, between freshman and sophomore year at UCLA. It's a lovely instant nostalgia fix.

i don't particularly like sung tongs, but it does feel "summery." which brings up a possible distinction: "feel" as distinct from "sound."
ie. songs that have the same feel, or more accurately impart a similar feeling/vibe, even if they don't sound anything alike. IE. It has recently ocurred to me that dy'er maker, sound and vision (bowie), and walk on (neil young) all have the same feel, though they don't sound alike. This may be a far less remarkable insight than i would like to believe, however.
