wrong as usual TBTIILXH, tho i know you're still bitter because you didn't think of Popular first.
i think the idea is pretty contrived and will not actually cater to many people's idea of 'justice' re the pop charts. i suppose it will cater to rockism by concentrating on already famous 'gallant losers' if not pedantry wrt focussing only on singles that stalled at #2. i'm being pessimistic but realistic here. at best it may result in top ten positions for already celebrated but underperforming in the chart indie anthems (love will tear us apart etc.). but i doubt that poor Sash! is rubbing his hands with the anticipation of potential vindication.

Goode", "Rock and Roll Music", "Nadine," "No Particular Place to Go" and "You Never Can Tell" (to name but a few), Chuck Berry only actually had one number one and when he did it with a novelty song.

This is the worst offence, in spite of "Summer Holiday" being among his better songs.
Although this was in 1996, during the period in which almost all UK #1 songs entered the list at #1. And "Children" sold considerably better than DLBIA (as did also "Wonderwall" btw.)

I may be wrong but I wouldn't have imagined that Deee-Lite, Sex Pistols, Oasis or The Smiths ever troubled the US charts too much.
I am surprised by the even greater injustice that Chuck Berry apparently didn't fare any better over there than he did here 'though; and that Elvis was apparently more popular over here in the 70's and didn't even manage to get to Number 1 on a nostalgia ticket when he died (how did "Way Down" fare in the US charts?).
How much has Cliff bothered the US charts? Did you perhaps have the sense to start ignoring him once he started god-bothering?
