By Talk Talk, I mean that they totally changed their sound; the band's early hits are very dissimilar to the post-rock sound of Laughing Stock. I'm not sure if this means that the band had a "second act," though.

Watt's second act was pretty firmly in place before either bout of illness - since Ballhog he's been consistently churning out the 50-capacity mini-project gigs, hefty sidemouse session engagements, big-tour sidemouse employment and barely-noticed major-label solo records.

Strummer had an interesting second act - Love Kills, Walker, Sightsee MC tailing off into Earthquake Weather pointlessness (prompting retirement) - and a much more remarkable 3rd act ten years later with the Mescaleroes -> death.
