The Breeders - Last Splash If you haven't heard this album yet, it's worth a dollar or two. Solid record, great follow-up to Pod though definitely more poppy. One of the best bargains I could recommend in used bins these days.
The Church - Gold Afternoon Fix The Church - Priest = Aura Two pretty great albums from a consistently enjoyable band. I see both of 'em turn up used all the fucking time and they're totally worth your money.
Depeche Mode - Songs of Faith and Devotion Their worst '90s album, but it's worth a dollar nonetheless.
The Jesus and Mary Chain - Honey's Dead For some reason, I see this album come up used as often as all the others combined, yet I think it's one of their best, track for track. A definite progression in the JAMC sound, and much better than Automatic.
Mercury Rev - Boces Not as good as the debut, but mindblowing in places nonetheless.
Ministry - Psalm 69 Too often comes into used shops for such a solid album.
New Order - Republic The album is sort of not very good, but the singles are all glorious, especially "Regret" which is one of the best songs of the '90s in my book. Love it love it love it.
REM - Monster Not great, but unfairly maligned and not as bad as it's made out to be. Particularly I think "...Kenneth?" "Tongue" and "Let Me In" are all gems on this album.
Ride - Carnival of Light Granted, it's not up to earlier standards, but I think "Birdman" in particular is one of the best things they ever did, very majestic. Some other good songs here and there. Certainly worth a few bucks.
Sugar - File Under: Easy Listening Fantastic album, and it's in every used bin on the planet.

The Amoeba in SF has all sorts of random hardcore/breakcore/rave comps and albums for $1 or so. I get sort of intimidated trawling through the hip hop clearance area though since there are enough headz in SF that if it's $1/$2 at Amoeba and it hasn't been picked up then I fear it's probably not very good haha. Still there are always some good finds.

There's about 50 copies of Emmylou Harris's Last Date in my favourite dollar bin. A great live album, nearly (but not) as good as At the Ryman.
All the Cars records are always in them bins and are worth a buck each.
Lindsay Buckingham's Law and Order and the Buckingham-Nicks reissue always turn up.
