"United", Throbbing Gristle - the version on "D.o.A. The Third and Final Report" is only 16 seconds, although it's cheating a bit as all they've done is speed up the tape.

Thirty seconds is tight. Disappointed to find that The Stalin's 'Allergy' is over the mark, but the Angry Samoan's 'Stupid Jerk' just fits, and there's a nice vid on Youtube. Which I can't be bothered trying to link.

I think these all come in under the wire:

Pink Floyd - Stop
Flesheaters - Kiss on my Cheek
The Who - Miracle Cure
Descendents - All
Sly & the Family Stone - There's A Riot Goin' On (0:00)

The Who - Miracle Cure

It does - also "Do You Think It's Alright?" and "There's A Doctor".
In a similar vein - as a short linking track on a concept album - "Stop" on Floyd's "The Wall".

The Mahavishnu Orchestra - Sapphire Bullets of Pure Love
Brakes - Cheney
The Olivia Tremor Control - Opening
The Locust - Solar Panel Asses
Porcupine Tree - Monuments Burn Into Moments
