I'd say Suzanne, So Long Marianne, and Hey That's No Way to Say Goodbye are all strong contenders, but I don't think anything can beat Sisters of Mercy. I think that one has one of Cohen's most interesting tunes and chord progressions, and the arrangement is great. I really love So Long Marianne though.

No votes for "One Of Us Cannot Be Wrong" is a travesty. I think part of that song's problem is its title. If he'd called it "I Lit A Thin Green Candle" it would be more liked.
