why is it that british acts release much more EP's and singles compared to american acts?

Traditionally, the UK charts are sales based why the US charts have a an airplay element that is just as dominant.

This means that, for people to buy a single, it has to be something new that isn't already included on an album, while to get airplay, it doesn't matter whether the song is already included on an album or not.
