It's obviously a joke. And the joke isn't homophobia = funny, it's Nazi rhetoric = funny. (Not enough war / Not enough famine / Not enough suffering / Not enough natural ... selection!) Whether or not it's a good joke is another question.

Anyway, Hank's a lot more homophilic than homophobic: Denim Demon, Sailor Man, Rock Against Ass, Prince of the Rodeo, Sell Your Body to the Night, etc. From some random interview (edited due to annoying punctuation):
