The other late 90s charts in recent polls seem better than this. I remember 2001 being a pretty good year too. 2000 onwards seemed to have more RnB, more good hip hop, more post-garagey stuff, more electroish stuff. '99 on the whole wasn't a very good year for chart pop, imo.

The singles lists got slightly better from around 2002-2003 onwards, as the amount of R&B and hip-hop decreased then and the boy/girl band genre was dead. The album lists did of course get better already around 1999-2000, with Travis and Coldplay becoming huge.
