KJB stands for Kirk J. Bradley, who flew down from NC to meet with Mr. Ford, Brad Morrison, Stuart Whitesides, J. Lee Gastley, Peter Wright (property owner), Michael Bennett (proposed developer), Sid Boone, and Bill Bernard from KJB. The group reviewed the various plats and wetland maps. The only element missing was Southampton’s participation. Their participation was not necessary from a right of way standpoint. The meeting was to get a feel for whether or not KJB would cooperate. It was a very positive meeting. Obviously, at this point they are not in a rush. If the Town wants to do the project, that is fine. They will work with us to determine the right of way alignment. The Town has roughed out a right of way alignment that fits into the other plans. It looks like it works for both parties. The big issue will be the Army Corps of Engineer permit, because wetlands will have to be crossed. There have been prior easements recorded on those wetlands. There will have to be a scoping meeting between the Town’s engineers, the developer’s engineers, and the Army Corps engineers to determine in what manner and what type of permit they would actually be seeking, and whether or not it is doable. It would be easier for a government agency to secure such a permit. A project such as this would pay impact fees. When it is adopted into the Capital Improvement Program the impact fees can go towards this project.
