In the last couple of years of Stylus' existence I'd stopped producing singles lists at the end of each year, because, with the advent of changes in chart rules due to downloads, not to mention the kind of lack of international pop territoriality that the internet engenders, it seemed crazy and pointless.
In 2008 I rarely know what's released as a single either physically or as a download-only track, and don't individual album tracks now count towards the singles chart if they're downloaded? I rarely listen to music radio, don't really use MP3 blogs or other music sites that cater towards singles coverage, and have literally no idea of what's in the top 40 in the UK at any given time.
So what's a single? What's a 'track of the year'? How do you keep up?

"Keeping up" feels like a Sisyphean task nowadays, it probably always was. If I hear something on the radio, it's a single.

Generally, I would consider any track that is being promoted as an entity unto itself, whether by radio, music video, physical release, etc. to be a single.

If it's got a video on youtube, it's a single.

I've always tried to be strenuously technical about what's a single when I make singles lists, and limit it to stuff I'm primarily exposed to via radio, video channels, DJs, etc. And sometimes even if a song was a single, if I knew it mainly because I owned the album, and didn't like it significantly more than the rest of the album, I wouldn't count that. Before w/ rap albums it was just slightly blurry because there'd be a radio single and a 'street' single, now a full third or half of every album is a leak or a push track in some way, shape or form. Mixtape/non-album stuff is even tougher and I kinda look at on a case-by-case basis.
