Well, anyway 2006 saw great singles being released from the likes of Muse, Keane, The Feeling, Pet Shop Boys, Flaming Lips, Sloan, The Kooks, Orson and Snow Patrol. Why couldn't the Americans buy them instead of all that R&B and hip-hop crap? (And bad MOR ballads in an otherwise OK genre of music from Blunt and Powter)

There is extremely little strong stuff in this list. Like in most lists of Billboard #1s from the noughties.

Things have improved somewhat in the past couple of years. R&B/hip-hop have become slightly less dominating even in the US.

Just having Leona Lewis and Sara Bareilles in there is a change from the R&B dominance of the earlier noughties.
Surely there is way better music that should have been there instead of those two, but it took some time for good melodic music to replace the Elton John's and Bryan Adams's in the UK charts too, once the Brits got sick of house and other unmelodic crap.

No, no. Elton John is melodic. But in the early 90s, the only proper melodic music around for record buyers was the likes of Elton John and Bryan Adams. A few years later Britpop arrived, and new melodic talent entered the scene again.
