Blackout because Jive had little to work with photo wise. I think with the music on Blackout being "edgy" for pop music at the time, they could've gone crazy with the advertising for it. Something similar to Rihanna's Rated R look.

the self-titled isprobably the outright ugliest given that she's tinted piss-yellow and has an inexplicable magenta smudge going through her
the greatest hits looks like it was assigned to a 6-yr-old to do in MS paint
in the zone is certainly the laziest

Now seeing the UK cover, I'm jealous we didn't get that in the USA. I was in high school when ...Baby One More Time came out and I was freaked out seeing grown men and women deconstructing that cover and song to a more perverse degree than the song suggested.

If we had the UK cover it would have save seeing bad comedians on TV talking like pedophiles for a while.

After staring at those covers for a while some of them start to look like budget label 70s Country or Easy Listening albums which is kind of cool.

awkward is right. the story with britney has always been how weirdly poor her marketing is for someone who is and continues to be That Famous. she became the avatar of an entire genre without ever being as fashionable as christina or justin or even (amongst critics) ashlee simpson. like, everybody thinks that britney is a confused and slightly damaged trend-chaser, even those of us who like her.

actually the reason i love the self-titled album is its awkwardness. that the album with the weird dark minimalist inorganic sex jam called "i'm a slave 4 u" trying to position britney as a Futuristic Grown-Up Who Wants To Do You would be the same album with the "i love rock and roll" cover that could not possibly be more explicit about being an attempt to align britney with Respectable Bad Girls Of The Past. (that cover is actually an inspired choice--people act like it's an embarrassing attempt to play in the big leagues, and britney definitely isn't joan jett, because joan jett is Awesome, but joan jett wasn't joan jett either: when she recorded that song she was a manufactured teen star trying to get control of her own career recording a cover of a song about "classic" "unadulterated" rock, just like britney. honestly, being britney spears and covering that song is in itself a pretty good act of rock criticism.) in 2001 britney was still important enough for there to be something at stake in her maneuvering. plus the album is coincidentally better-written/performed than anything else pre-blackout.
