I thought it had to be UB40 but I scanned all their greatest hits on Amazon and nothing sounded familiar.

neither of these, but thank you. these are definitely more "edgy" than the song I'm thinking of! This will be straight up top 40/top 20 commercial hits if i had to bet.

Nope, it might be a little earlier than that. Also "Whoa Hoa" can be any 2 syllable drawn out word/phrase now that I think about it.

I believe that the melody of the verse of the song I'm thinking of is NOT UNLIKE that of this awful song:

The melody kind of descends down with the changes from I-V then V-IV and then on the resolve from IV-I is where it goes "Whoa-Hoa" (or something similar).
