I was thinking about this yesterday. Was there any rock bands in the '70s who had a comedic lyrical focus? And not just the occasional witty line or whatever, but bands with one or more albums of material that were actually out to yuck it up. Zappa excluded because he's too obvious. Quality not an issue here.

Cheech & Chong was mostly skits, from my experience.

Does John Cooper Clarke count? He makes me laugh but not exactly a rock band.

His CBS/Epic albums were all "accompanied by a rock band" so yes.

"Pork Dukes" is the first studio album by the Pork Dukes. This album is commonly known as "Pink Pork". Although this album was believed by many sites as released in 1979, these sites were going by the release year of the second pressing. The first pressing of the album just known as "Pork Dukes" was pressed in November 1978, while the second pressing in which is known as "Pink Pork" and pressed on December 28, 1979. This album was very obscure in the punk industry, but it is noted by most fans of the Pork Dukes for its profane toilet humor.

― Charles Kennedy Jumped Up, He Called 'Oh No'. (Tom D.), Thursday, 19 January 2012 14:45 (fourteen years ago)
"Dodgy" in this context probably equates to "not funny", if so then C+D were well dodgy.

Dodgy in as much as I would hesitate to recommend them to anyone. Not saying I don't enjoy them though.

Laughter, tears, romance, despair... it's all there on a Chas 'n' Dave album... well maybe not despair... tho Chas does despair of your incessant talkin', why don't you give it a rest?

A lot of old rock dudes would gravitate to playing 'beery' musics when off-duty.
I wonder if Chas&Dave, when powered down in the pub, gravitated to heavy prog epics?
