what kind of info are you looking for? torgny amdam is a musician who used to be in some norwegian punk bands, and this is part of a trilogy of songs/videos he did in collaboration with director emil trier (this one being about russ). he has a website here and a bit more info on wikipedia

The "punk bands" part of your answer might answer some questions. This is a pretty great song/video, and I'm surprised that I ran into it so randomly. Nobody in the US has a clue what russ is, I feel fairly safe saying. Or who torgny is...
