I was referring more to the overall tone of the Basehead record - the sleepy samples and self-effacing vocals. "It's not my fault that you had to get dumped during the Quiet Storm!" = one of my favorite interjections ever in a hip-hop record.

--Somali funk bands singing in English
--a rocksteady revival band, just one, with three-part vocals and everything
--any band mixing any of the above

mmmm, buck 65's not exactly twee, but i totally know what you mean ambrose. a lot of his lyrics are pretty murky and unsettling is you pay close attention to them, but i think it's that sort of bucolic wistful tone of what he does that makes him possibly come across as a bit that way. still, whatever... but i have to add that that Q-Tee record has been a guilty pleasure of mine for many a long year!!!

I've heard afropunk although it sounds just like any other shitty old punk music, it just happens to be made by South Africans.

Blackalicious isn't always so wishy washy nicey nice, but if there's a more twee hip-hop song than "Make You Feel That Way" that's performed by humans and not Parappa the Rapper, I've never heard of it.

You're all wrong, the twee-est hip hop track ever* is obviously One-T + Cool-T's "The Magic Key"! Especially in tandem with the mindnumbingly cutesy cartoon video. It's been a European hit for many months now, and it's still getting heavy airplay on MTV2 (presumably the kiddies can't get enough of it). I've heard it so many times that now I'm totally loving it!

* (Though it's perhaps not as twee as Stefan Raab's "Hier Kommt Die Maus", or whatever it's spelled. My vintage guilty pleasure. And now there's this German kid called Cecil Jonni Lauro with "spooky" carribean twee(n) novelty hip hop-ish stuff like "Everybody Cha Cha" and "Buckle Up 'n' Chuggeluck". I wouldn't exactly say it's good but it's... interesting to say the least.)
