I would say Dirty Mind without hesitation, but Wikipedia tells me it's 30:14.

Pink Moon is the first one that came to mind.

I thought a lot of disco albums would qualify here especially as most seem to have less than six tracks but most seem to run just over 30 minutes. Keep On Jumpin' by Musique is the only one I've found so far that is under.

Shock Of Daylight by The Sound is only 25 minutes, probably my favourite album of theirs.
