Discussion Boards- techy question

My colleague is setting up a database discussion board for a work thing we're doing. As an occasional visitor hereabouts, I mentioned I liked the way IL* was structured, what with the 'new questions' thing and all, and the moderators filing old messages into themes after a while. Is IL* based on freely available technology?

The answers to this question can be quite technical - I am a gubbins but My colleague knows what he's doing.

The scripts that ilXor runs on were programmed entirely from scratch by me. It uses PHP as the scripting language, and the MySQL database software, both of which are available for free and open source, however neither look anything like a message board without the actual scripts. I was planning to make the scripts available to other people, but they need a lot of tidying up and bugfixes and ting, and there are a few maintenance problems that currently need to be done by me by logging into the server, so it's not really suitable for letting loose on a stranger.

(However, I am a poor student so if a big wad of cash arrived on my doorstep I might bother finishing everything. Erm, yeah)
