People forget shit! It happens. Plus, you know, equipment breaks, goes missing, gets stolen. I don't think anyone does it on purpose through stupid omission. I've forgotten tuners, had to borrow them due to mine own being out of commission, etc.

of course people forget, but we've played with bands i'm pretty sure didn't own a tuner! the guy we record with has one in his studio and he's always blown away by like regular indie rock bands that show up to record w/no tuner.

obv. if yr on some jandek shit it don't matter a bit.

Tuner - it's easier to lose a pick or have a cable be/go dodgy than to forget or not own a tuner. (GRAMMAR!)

I'm more bothered about people bothering cables because they SO RARELY freaking return the things. I've lost more cables that way... now I have all colour coded cables so I can see exactly onstage which cables are mine, even if someone else has borrowed them.
