Does Crystal Gayle wipe herself with her hair?

That's spelled "whip". And, yes, she does.

She wipes herself with her whip?

No.
As is well-known to the cognoscenti (and also to some rather ignorant people whose few random bits of knowledge happen to include this fact), the finest whips are made of braided horsehair - either mane or tail will do nicely, but the tail is preferred for its superior length. NB: Whether to comb the burs out is the subject of heated debate among the cognoscenti, though not among the aforementioned ignorant people, to whom such refinements are perfectly incomprehensible, rather like certain excitable taxi drivers.
Ms. Gayle, not being a horse herself, nor being in the immediate environs of one, has been forced to make-do with her own ample tresses, which she was able to render supple through repeated applications of steam over a period of weeks.
This she has braided into a perfectly adequate whip, and it is with this whip that she upbraids herself from time to time, when stricken by bouts of remorse or guilt; she wipes herself with the back of her hand or the cuff of her sleeve. Or with other things she would prefer I did not mention by name.

NOOO she scrimps on TOILET PAPER. Why else would her hair go past her ASS?

To attract birdlife?

To allow Rumplestiltskin to climb up to her window?

To inspire pointless speculations?
Yes, no, yes , no, no and yes, respectively.
