Basically the end bit is more sensitive because it's covered by the foreskin most of the time, therefore has not been desensitised by rubbing against the inside of underwear. Also the way the foreskin is attached by the frenulum means that you have to be a bit careful with it, it does hurt a bit if the foreskin is yanked back.
