-Iran -- Taste of Cherry
-Taiwan - Flowers of Shanghai (or The Puppetmaster, if you count Flowers as Chinese)
-Hong Kong -- In the Mood for Love
-US -- Citizen Kane (if that's too generic an answer, than Sunrise or Days of Heaven)
-France -- The Passion of Joan of Arc (followed very closely by La Regle de Jeu and L'Atalante)
-Italy -- 8 1/2 and L'Avventura
-Japan -- Tokyo Story or The Story of the Late of Chrysanthemums
-Russia -- The Sacrifice
-UK -- Barry Lyndon (or if Kubrick being American disqualifies it, I'll say Brief Encounter, Lean's best film)
-Switzerland -- Two or Three Things I Know About Her or In Praise of Love or JLG/JLG

We seem to be doing "by country" instead of "by region" but whatever. I'll resist the temptation to cheat (e.g. putting in Before Sunrise as Austrian).

Great films from great countries -
France: too hard
US: Vertigo, dammit.
Japan: Princess Mononoke
India: Choose an Apu
NZ: Heavenly Creatures
Canada: Dead Ringers
Iran: The Wind Will Carry Us
Hong Kong: Happy Together
Australia: The Chant of Jimmie Blacksmith

Nearly great: Yi Yi (Taiwan), Battleship Potemkin (ex-USSR), Lawrence of Arabia (UK), Aguirre: Wrath of God (Germany), All About My Mother (Spain)

Merely excellent: The Garden of the Finzi-Continis (Italy), Smiles of a Summer Night (Sweden), MUSA (Korea), Old Men in New Cars (Denmark, if only because I don't know which Dreyers go where), Y tu mama tambien (Mexico), Tears of the Black Tiger (Thailand), In Praise of Love (Switzerland - I count all the other Godards as French).

Note: Italy is my country of shame, I've never delved into that national cinema too deeply because none of the Fellinis/De Sicas/Rossellinis I've seen have given me sufficient urgency to.

I can't think of a decent South American one at the moment though I'm sure I've seen several. On the other hand, I don't think I've ever seen an African film.
