one of the many kung fu films I saw as a kid, probably around 1973-74, was about 2 street kids (orphans?), one a couple years older, who vowed to remain blood brothers and tattoo'd each others' wrists with a symbol. soon after, the younger kid was hungry and stole a piece of fruit(?) from an outdoor stall - was chased by the cops, but the older kid intervened, permitting his eascape, whereupon older kid's taken away by the police.
older kid gets raised by a top cop,
while younger kid gets raised by the town mobster.
years later they meet again grown-up not recognising each other
and, being on opposite sides of conflict, fight.
but while fighting, one of them's sleeve gets torn, revealing tattoo -
"where'd you get that?", etc
joyful reunion
end up joining forces to defeat the mob boss (whose adopted kid didn't realise he was such a baddie)

reckon it's most likely by Shaw Brothers, maybe a Chan Cheh film - have tried googling it, and there is another film with different plot called 'Blood Brothers', but no luck
