assuming this is in mvp 2004, i think you need to go to the roster management menu and choose 'free agents'. then look in the free agent pool for the legends. i haven't unlocked any legends, just the ones that were unlocked for me when i started the game but phil neikro and someone else (can't remember who) were in there. if you want to sign one of them you can but then you have to save the rosters. if you want to use them in a dynasty you have to choose 'no' for use default rosters when starting the dynasty. i don't know if you can switch between default and saved rosters in an existing dynasty.
