How do I lock out this kind of bollocks?

I mod I Love AFL and I Love Cricket. Lately a whole lot of stoff like this has shown up:

I haven't seen any of this crap on ILX or ILM, and nowadays you have to register to post there. How can I set up the same for the boards I mod?

It is annoying, isn't it.

Go to the new questions page, and there should be a link "administer board", click on that, and at the top, there's a dialog box "board permissions", where you can lock out unreg users.
