There's a problem banning his IP at the moment because he's coming in from the same IP as a lot of other users. That problem shouldn't exist by the next upgrade (I think, ask Keith).

What happened is he registered a new ID using an underscore instead of a space - it's been banned and all his spam has been deleted. Please keep reporting anything else you see on this thread. We'll IP ban him as soon as is possible.

That fact by itself needs more explanation. The legitimate instances of this phenomenon are uncommon. Usually it owes to something like a uni nat pipe or draconian censorship by some small country. More to the point, if many users share a single IP and one is abusive, it's worth at least knowing what organization owns the IP.
