The code is indeed open. I believe that it's GPL'd. You'll need a dedicated server to run it on, though, since it requires Tomcat. In other words, you can't rent space on just any web provider and run ILX2. If you don't have any experience with Tomcat or application servers in general, I wouldn't advise getting into it.
