admin: thread lock not in admin log

the locking of this thraed cannot be found in thee admin log. other mod actions seem to show up as usual. thouhgt id let you know.

to clarify further, i do not appear to have the ability to lock threads on ILM, only ILE

with the changeover to the "priveleges" model for locking, i was happy to just let it be listed with other privelege changes and neglected to add the action to the admin log. mostly because at the time i didn't think it needed it. i can see now that ppl would want it logged tho. perhaps this should be extended to all privelege changes
