not a long-term solution from the mod perspective, but if you are able to do it try using Firefox; that should display the apostrophes correctly

I don't know if we can fix that; when I go to edit the title, it looks like the apostrophes are correct, and I can't look at ILX in IE at work.

It looks fixed on this end (using IE Explorer).
