Feel like Dave McKean's stuff kinda approximates that? Some Sienkiwicz, as well. And the little bit of comics work I've seen from Le Dernier Cri (like Henriette Valium). Gary Panter, maybe? I dunno. I don't feel like I'm quite hitting this particular nail on the head.

i feel like every 90s comic i ever read featured advertisements heavily influenced by this style but i'm struggling to think of any actual comic book art over and above what old lunch has suggested already, although i must be overlooking some

Functionally, Chris Bachalo reminds me of that aesthetic (simultaneously visually interesting and kinda shit at communicating anything coherent).
