100 superheroes without native superpowers

and by "native superpowers" i mean powers that don't come from a suit or machine! ie if the hero was cast onto an island naked and possessionless the powers would still exist.

Batman's got plenty of powered villains (speaking of which, who else is hot & bothered w/ anticipation for Matt Wagner's Batman Meets the Monster Men mini?), Killer Croc, the Clayfaces (except the first one), Tweedle Dee (but not Tweedle Dum), etc.

In the post-NML/pre-War Games Batman stories, they've finally made Penguin work as an organized crime honcho who pretends to be legit, and runs a nightclub.
There was also a fun issue of the Flash a year or two ago where Flash and Nightwing teamed up to fight the Penguin and we finally learned why he's fixated with umbrellas (it's because birds poop indiscriminately).

Is this thread about superheroes whose powers rely upon suits/gadgets/machinery (ie, those without native superpowers) or not? Because it strikes me that even though he's a hand-to-hand badass, Batman has gadgets coming out of the wazoo.

That seems a little unfair to Wildcat, Jeff-- he lasted what, 50+ years with out any power besides a good left hook before the PTB decided to graft that on to the character so that they could keep exploiting him? At least GM came up with a totally absurd way to do it-- "because he dresses like a cat", indeed!
