Mr. Meltzer was the writer of "Identity Crisis," a seven-part comic-book mystery that forced the DC Comics superheroes to question themselves over their part in a vengeful murder. The series was one of last year's best-selling titles

I was reading some of the Giffen/Bierbaums Legion last night, and I got really fucked up because the narration wasn't colour-coded like it was in Identity Crisis, and I'm like, "Why is Mordru all of a sudden so concerned about Rond Vidar?"
And then I realized, oh, Mordru isn't.
P.S. The first year of Five-Year-Gap Legion is on par with the first year of Wally West Flash.

OH YEAH.
Come on, the Universe is destroyed and rebuilt TWICE, without any big whoop on the main plotlines. Great character work, Giffen's best pencilling, cosmic dystopia w/o pissing all over the previous fun-fun teen LOSH, Brin Londo, Brainiac 5's mullet (the beginning of the Mullet Era of DC Comics?), great villains, tons of special bonus stuff that actually adds to the story.
Then the Legion reforms and they go after the Khunds and blah-blah-blah.

That honor definitely goes to Doom Patrol #26, AKA the first part of the first "Brotherhood of Dada" story, with the first Simon Bisley DP cover and that splash page of Mr. Nobody saying "Groovy." in his swinging bachelor pad. That issue of Legion isn't even fit to lick DP #26's indica, dammit!

It looks like it's a combination of the Mike Grell urban grit anti-Seattle-rain number (the hood) and the Neal Adams BOFFO JASS CAT gear (no sleeves).
I guess he's probably wearing the hood because he wants to not draw too much attention to the fact THAT HE'S ALSO THE MAYOR OF STAR CITY.
