Wonder Man had the helmet back when he was a pawn in Baron Zemo's plans to thwart those dastardly Avengers - the black suit came as a result of his West Coast Avengers adventures (after the red jumpsuit, and after some godawful Al Milgrom designed green/red monstrosity) (with jetpack!).

That isn't the best pic to show off the terribility of the Vision's outfit, because it worked all right when coloring was simpler, I think: it's in the millions-of-colors Alex Ross age that it starts to look Herb Tarlicky.
But the whiteout version was worse, that's for sure.
