Long coats are the late 80s/early 90s version of capes, yes.

To answer a question from above - the only people in the X-Men who have worn capes are Magneto, Storm, Polaris, and Emma Frost. The latter three only occasionally wear a cape - their costumes have changed a lot over the years.
