JLA DETROIT: What were they thinking?

NOT A JOKE, NOT A GAG!
What was the point behind the Detroit JLA? Was that some sort of attempt at mimicking some Marvel something? Did they really think that a League of unknowns led by Aquaman was going to be hit?
I mean, I understand what happened with the JLI era, that certain flagship characters were unavailable due to revamps/relaunches. And that certain non-star characters were there in order to promote new titles like Blue Beetle or Captain Marvel (who was supposed to get his own Roy Thomas ongoing, I think).

the story seems to be that Gerry Conway, who had written JLA since, like '78 I think (and hackishly the whole way) saw what was happening with Wolfman and Perez's Teen Titans and Claremont's X-Men: revamp old-style team with new, youngish, ethnic characters.

Hence Vibe and Gypsy: the former is classic in that its transparently "white guy creates latino breakdancer character that all the kidz will go ga-ga for." Except they didn't. the revamp of Steel was a non-starter, but I guess Vixen has been used frequently since.

JLA Detroit was a disaster: Conway (and Dick Giordano and Paul Levitz) should have looked to Roger Stern's Avengers. A few big guns, a few second stringers: a bit like what JLI was, I guess.

alright, I guess I should have said that with respect only to the X-men. but the point is that Conway wanted credit for re-vivifying an old franchise.
