Hence Vibe and Gypsy: the former is classic in that its transparently "white guy creates latino breakdancer character that all the kidz will go ga-ga for." Except they didn't. the revamp of Steel was a non-starter, but I guess Vixen has been used frequently since.
JLA Detroit was a disaster: Conway (and Dick Giordano and Paul Levitz) should have looked to Roger Stern's Avengers. A few big guns, a few second stringers: a bit like what JLI was, I guess.
