A thought balloon comin' out some character's head means that character is NOT a skrull. Right? Unless the thought balloon reads "I am a dirty skrull."

This isn't a hard and fast rule. I'm pretty sure Alicia and Wolverine both had thought balloons when they were Skrulls.
Is this to do with Tony Stark's evil evil schemes and how they seem a bit skrully?
