I.e. the exemplar being Top 10 where it's obvious Moore's having a blast bringing in any old thing that pops into that freaky mind of his -- Norse Gods? Sure! Toy robots? Natch! Impervious big blue guy what shoots lasers out of his chest? How can you not??

(I ask this after reading something similar, BK Vaughan's Runaways and want more of JAM-PACKED CRAZINESS.)

Astro City seemed to sort of skate around this territory without ever (while I was reading it, anyway) quite heading into it -- kitchen counter instead of kitchen sink. Still pretty close, though -- superheroes in all the usual molds, aliens, time travelers, vampires, mysterious mystical beings...

The old 90s (80s?) mutant miniseries Fallen Angels had a short-lived mutant team that included Devil Dinosaur and Moon Boy for basically no reason whatsoever.

Kurt Busiek didn't put in anything off the top of his head, though - everything signified.

Two obvious answers: The League of Extraordinary Gentlemen and Seaguy.

LXG = YES
Seaguy = I'll check it out now
Astro City = BOO-URNS

If you can approach without the baggage of the original, Frank Miller's Dark Knight Strikes Again is sort of like this and pure bizarro (but not Bizarro) fun.

Superman/Batman 1-6. I kid you not. Avoid the later arcs, but this one (collected in the "Public Enemies" HC) is utterly, wonderfully loopy.

See also Jimmy Olsen Adventures, V1 and V2. Also loopy, but only as Kirby can be. Four-armed aliens spawned from human DNA? Check. Kryptonite-impregnated Jimmy Olsen/Hulk hybrids? Check. An entire planet of beings basing their culture and selves on the Universal monster movies? Check. Just totally nutso.
