I was trally impressed with the first Ultimates TBP -- it's also the first Millar I've read, somehow. Any reccomendations for other comics by him that are similar/as good?

I must've got the Bizarro Ultimates because I was thoroughly bored with it. My main problem was the lack of gravity in his characters, dialogue and plot.

The Ultimates is probably his best work, I think. But if you liked it then you'll probably like his run on The Authority (collected in 2-3 tpbs or 1 HC), which is a similar dose of revisionist superhero stuff, with JLA analogues instead of the Avengers.....
Pushing Ultimates as his best work - and far more interesting - is his run on Swamp Thing, which you can probably find 2nd-hand and on ebay. The best work on the title since Moore, without doubt, and not coincidentally as keen to dissect the characters and concepts at the core of the book.
His modern stuff (post Ultimates, basically) is mostly quite solid without being as inspired or hungry as the earlier material. The new "Millarworld" titles are all so-so. "Wanted" which was pitched as a supervillain version of Watchmen, is no such thing, but it is fun.....

David completely OTM on Swamp Thing, which I thought everyone had forgotten. A few issues of the year of Flash that he wrote with Grant Morrison are also hightly recommended.

The most common criticism of his writing is that he's too fond of shock for it's own sake, and enormous ALL AUTHORITY IS EVIL morals. I understand that Ultimate X-men, though maybe the obvious way to go after Ultimates, combines those traits with poor characterisation, and is the other end of the quality spectrum away.

Millar as a storyteller is best served by boundaries; I really liked the film version of "Wanted" and gave up on the graphic novel about 4 pages into it because it was just gross for the sake of being gross.

You're pretty much right... All the best stories by him that I've read are the ones that feature regular DC and Marvel superheroes, as the editorial policy on those means he can't indulge in his worst transgressive tendencies.

I don't know having the Hulk have children with his cousin the She-Hulk in 'Old Man Logan' is pretty transgressive and Marvel let Millar do that.
