I didn't think this was really a debated point... Gotham has been a nickname for New York since the early 1800s. The intro to the first Gotham Central TPB has a pretty in depth discussion of the relationship between the two.

I like this analogy from Wikipedia:
In terms of how Gotham City's atmosphere is usually depicted, it has been said by some that, metaphorically, Metropolis (home to Superman) is "New York during the day," and Gotham is "New York at night."

I like that Metropolis has a harbor, but apparently all access to the ocean is blocked by giant dams. I guess the freighters just jump over them.

I think Fawcett City still exists.

There's also Blüdhaven (does the umlaut make it "bloooooooodhaven"?), Midway (that's where Hawkman lives/lived), Happy Harbor, St. Roch, Opal City... and that's not even getting into all the fake-ass countries.
