(real question) anyone know why dudes in the middle east/africa wear dress type clothing over pants? is it just tradition/style or is there some functional purpose due to the heat or something?

my trip to memphis was a complete washout except for getting to see jack oblivian late saturday/early sunday. played everything you'd want, knaughty knights, tearjerkers, compulsive gamblers, oblivians, solo stuff, everything except johnny vomit & the dry heaves basically. it was great, awesome even.
