Is New York the capitol of Deleware?

I'm just not sure why I'd buy Meltzer's "L.A. is the capitol of Kansas" line if this wasn't equally true.

I wonder if Meltzer isn't very widely read these days? Aesthetics of Rock, Gulcher, none of it? Don't know why that would be other than the fact that the reprintings of those have been out for a long time.
