True haikus are actually based on the number of morae, not syllables as we count them, although the two phonetic units usually overlap. Morae can be represented by a single hiragana character, thus an exception would be "n" as a coda, but not as a syllable onset (e.g. "n" in the "ran" is a separate mora, but not the "n" in "no.")
