The Facts of Water in SC2000:

-Having water in a city DOES NOT actually affect the growth of that city. (This has been tested)
-However, ratings can drop and those water shortage messages are annoying.
-You can get around the water issue by using a "Phantom Pump" which does not provide water but does get around the water shortage messages.

1. Place a pump in your city in the center of a 3x3 tile area but do not connect it to the water system.
2. Make sure the pump is powered, but do not place the plant directly next to it.
3. The water shortage messages should go away, though your city does not receive water.

Practice, yes indeed. My first game after installing was fucking shameful. I ended up taking out 3 bonds (fortunately all at 5%), but even after spending all the cash, I still wasn't making a profit. Then my power plant exploded.

New game is working out quite well, but I remember being way better at this when I was like 12 or some shit.

I think it was easier when I was 12 because you could play on a level city and not have to deal with the additional cost overheads associated with building on uneven ground (terrain mods, additional infrastructure to bypass stuff). I have no problem making enough to repay the bonds from power plant construction, but it totally cripples my profitability and its usually 2000 or so before I make enough dough to start expanding as rapidly as I can. I forget if SC2K lets you sell power, but if it does it makes the nuke plant a really great option.

Also, playing with disasters on = sucks with low lying land! I had two power plants next to each other and the fucking hurricane got 2 in one shot! That really put me in the hole.
