I can't read through all that right now, but is this where the whole "slipstream" thing comes in?

nah, not so much, though it is the same dude that coined the term. but i never really "got" slipstream, because i never understood the diff between literary dudes writing weird fiction and what edgar allen poe and the french novelle fantastique writers were doing one hundred years ago.

it IS sort of ground zero for cyberpunk stuff, i think.

I know "slipstream" was a Sterling invention/campaign, I was just asking if that's the site where the long-ass article is b/c I think I lost it.

where do i start w/cyberpunk? snowcrash? all i read are those sf collections from th early 70s for a dollar. i prefer short stuff.

Art, I'm fond of Melissa Scott's Trouble and Her Friends if you can find it. And obv pretty much any Bruce Sterling with the exception of maybe Heavy Weather which is more about near-future eco-terrorism, or any Neal Stephenson esp Holy Fire, or any William Gibson at all. The latter three are the acknowledged masters, I think.
